Since 1 October 2008 it is has been mandatory that a landlord should provide to a prospective tenant an ‘Energy Performance Certificate' produced by a qualified and accredited Domestic Energy Surveyor.
The survey highlights the energy efficiency of the property and makes suggestions in terms of how efficiency can be improved. Landlords are under no obligation to improved the efficiency of their property – the obligation is to provide the certificate,
Once a certificate is obtained it is valid for 10 years.

Proving
Energy Performance Certificates to the Property Industry
If an Energy Performance Certificate (EPC) is not commissioned
after 1st October 2008, landlords whose properties do
not have a valid EPC risk being reported to the trading
standards and the office of fair trading. Penalties
will be up to £500 and loss of the right to operate
as a landlord. Agents that are found to be consistently
contravening the new regulations will be liable to have
a banning order issued against them from the Office
of Fair Trading if there are a number of such breaches.
Energy Performance Certificates tell you how energy
efficient a home is on a scale of A-G. The most efficient
homes - which should have the lowest fuel bills are
in band A. Better rated homes should have less impact
through lower carbon dioxide (CO2) emissions.
 The
Certificates includes recommendations on ways to improve
the home's energy efficiency to save you money and help
the environment.
Obviously if it is a good footprint it is going to
be a selling point for your property and will be more
attractive to applicants as the energy bills are likely
to be less the better the footprint. It is therefore
worth taking the EPC's seriously.

If you are a landlord, you will need to make an Energy Performance Certificate (EPC) available to prospective tenants the first time you let a property. An EPC is only required for a property which is self-contained and is valid for 10 years.
